Is there a trustee fee or local presence required for .al domains?

Since May 2013, there is no more need for a Local Presence and a Trustee Fee for .al domains.
This does not include the second level domains .com.al, .net.al, .org.al, .edu.al which still require a Trustee Fee. Luckily, this service is provided for free by Host.al.
